They are withdrawing from my bank account the amount of $39.95 monthly without my consent on the 19th of every month

I noticed on my bank statement that on july 19th they withdrew $39.95 fro my account and i immediately called the bank and obtained info on the company and called them they have their calls go through a call center and i was told they would contact me within two days which they did not. This past moth again on the 19th of august they withdrew the same amount when i called the call center they gave me a reference number (ticket number) qcscm14646 and till now they still have not contacted me. I did ask the lady that i spoke what this company is about and she told me that maybe i had bought a cd for grants for a $1.95. I went ahead and searched my bank accounts and i have not bought such thing. I would like for you to help me resolve this matter.
