Jefferson Capital Systems - freshstartsolutions.com Emblem Fresh Start Solution Program Suspected Ripoff from Old Debt already paid off

I have been contacted by Jefferson Capital Systems, LLC telling me they have bought a 15 year old debt from another collection agency, which I paid off years ago. They are offering me an Emblem Fresh Start Credit Card which they say they will put the debt on and so long as I make payments will clear up the debt.

My credit report says nothing about this old debt. I am positive I paid it years ago. I smell ripoff.
