He did not send me the training materials, for which I paid him 10$

I payed for the training materials 10$ and I was promised to receive them in 24 hours, paying for that. I have not received anything at all, when I emailed him, he did not reply me until today. But because I payed with the paypal, I am now in resolution service in paypal service he can not run away from me.
