Resurgent is trying to collect on a debt that I had tried to clear up when I refinanced my home in 2000. At that time neither the bank nor myself was able to locate the holder of the account and my credit report was cleared. Now 8 years later Resurgent is offering me a "credit card" to pay off a debt that is over 17 years old.
The fine print on the back of the letter from them states that the card will have no available credit until I establish a history of paying off this debt, but will only be available for the transfer of the debt into a new account with them at a 19.9% interest rate. It also describes how they are getting around time-barred accounts by re-establishing new credit on old accounts.
I am sure that if someone signs up for the credit card, Resurgent will be able to legally re-establish the debt, but if the request is ignored they can only make some noise. There should be a way to purge these old accounts completely from the system.
