One day, I received a call from Capital First. The Rep asked me a few questions and told me that for the price of 19.95, and an annual fee of 99.99, I would receive a Master Card and have a chance to rebuild all my previous credit problems.

I asked the Rep where she was located because she had a very thick accent, at first she didn't want to tell me, so then I insisted on an answer. Her supervisor took over the call and told me the name of the island however i was to sleepy to remember it. He gave my call back to the rep so she could get my banking information. When she asked for my checking acct #, I refused to give it. Then I gave her the excuse that I didn't have the routing #, the exact bank address, nor a check # to supply her.

So she agreed to just taking the basic 8 digit acct #. From the little information I provided her, CAPITAL FIRST managed to get my routing #, and 3 different check numbers and of course the exact branch I opened my acct up at. This call was on a Fri the 1st week of july, and 3 days later, a Monday, Capital First withdrew from my acct, $19.99, $59.99, $99.99.

I however didn't know this until i received my statement 3 weeks later. The same day they were helping themselves to my money, I was on the phone cancelling the offer, so I would not be billed or have the money taken from the acct. They assured me that no money would be taken... HAHAHA.

When I finally found out my money was gone, I called back, they told me I had to send them the package back in order to get the refund, with the RA# they provided me with. So i sent it registered mail. They signed for it on 7/29/02 but posted it in their system on 08/09/02. I was told it would take 7 working days to receive my refund. & 7days later NO refund, 2nd call... They told me they changed the refund policy and now it will take 30days for the refund.

30 days later... No refund, i was told they no longer handle the acct that it has been turned over to distributing & consumer affairs dept in the same building. I ask to be transferred to that dept... They had no ext, but they will email them and they should call me within 3 days... Exactly 14 days later, no call... So I called again, this time I was told the same thing but now it will take up to 14 days to get the call.

I waited about 30 mins called back and this time I was told that I should wait a few more days for this dept to contact me. I ask this rep if she sees where someone just emailed this dept for me about 30mins ago and she said no.
I called a company that is supposedly their headquarters in waco tx, wrong. This company will tell you that the 866-892-6018# is the headquarters # for CF, and they are located in idaho, that # is in miami. If you would like to give it a shot and call waco Tx to see if you get results here is the number 561-842-1918.

I personnally have contacted our BBB who directed my to Miami's BBB, which I never got anyone to answer the phone. I don't know if this will help you either, but I am alsogoing to run this scam through the media, hopefully both televised and through local newspapers.
If anyone has any more info on this company please contact someone or suggestions.

I am really curious as to WHY all of a sudden we have international non us citizens telemarking us and fraudulently acting as if they are actually in Fl but their in international waters.
SOMEONE, ANYONE PLEASE help!
