Extortion from Palisades?

Two or three years ago I (unfortunately I did not document) I began receiving phone calls from Palisades for collection on a debt. I returned the phone call thinking it might be related to a loan I had co-signed on for my son.

It turned out to be for an AT&T wireless account. I contacted AT&T to inquire directly. I did once order a phone from AT&T but refused delvery when it arrived and never activated the account. The AT&T representative reported that he could see that was the case and I owed them no money.

I then contacted Palisades and reported the conversation with AT&T. I thought the matter was closed. Last week I received a letter from Palisades with a copy of a bill, stating that here was the information I had requested. (Which I had not). The name and address on the bill was mine but with a phone number I have never had and calls to a place where I know no one. I called them and reported such. (One of the steps through the phone system asks for your social security number which I did not provide.) The phone representative was not cordial and said "So you are saying this is fraud?" She said she would send a fraud letter.

The fraud letter just arrived and asks for a police report that your identity was stolen, asks again for your social security number, your driver's license number, a list of other accounts and the account numbers that might be affected by such identity theft, and says in big bold letters at the bottom "DO NOT SEND AFFIDAVIT TO THE FTC OR ANY OTHER GOVERNMENT AGENCY".

I just checked my credit report on all three agencies and no report from AT&T or Palisades exists and my credit score is in the excellent range. How many other places could I make this report to?
