Ripoff took $199 for credit cards totalling $4500! New York

Recd call from Megan at US Guardian, said she would send me Mastercard and Visa w / limit of $2000 and $2500. Said would rec in 5 days and needed bank acct info for the one time fee of $199. They withdrew $199 from my account on 9/9 and had talked to her on 8/27. Still have recd nothing. Said would be able to withdraw cash before 9/5 to put in my checking. Really didn't have the $200 for this and now can barely afford groceries for family this week! I am very upset!
