Unprofessional, deceptive, probable fraud

Isn't there a law that requires a company to notify a consumer with 30 days of an application? Or is that optional?

In July or August, I received a Pre-Selection letter from this company. I went online and accepted the letter and applied. About a week later, I received a vague and unprofessional letter saying that they needed a copy of my ID and a recent statement that listed my address. They said if they didn't receive the information in 21 days, they'd cancel my application.

I googled their company and asked if I could fax the information and she said I'd get a response in 2 weeks. On my first call, I asked why I needed to submit things since the address of my Pre-Seclection letter, my application, and letter from them had the same address. 2 weeks later and no reply, I faxed it again.

In the past 2.5 months, I have called them at least 7 times and I get different answers. They have an application department that deals with the applications. However, the Application department doesn't take calls and it piggybacks to their customer service department who onl;y deals with customers.

They told me that letters have been mailed to me and next call they say wait for 7-10 days to get letter and it repeats in cycles. I tell them I am man enough to accept the fact I may've been declined and they can tell me if I've been declined and wait for the reason. They tell me half of the time that they can't give me that information and the other times, they could tell me they'd tell me if a card was enroute.

They also have given me different dates on when the application was pending. My application is pending with a rep but a supervisor tells me differently. There's a difference between pending and a finalized (will get card or letter) application.

I eventually found out they're related to one of my cardholders Aspire. When I asked why it was taking so long and why information was needed, they said they're 2 separate companies despite the fact this company recognized my phone number and wanted my last 4 of my (Aspre) card.

While some consumers have bad credit and this card may be the only option for them despite the fees. However, I'm quite sure that
