Ripoff faudlent dishonest consumer fraud ripoff false promises

In February, First Capital called me offering me a credit card with $2000 limit. $199 was to be the fee for this program. This was debited from my checking account.
I call the phone number several times and got an answering machine everytime with no response from my message.
I receives a blue packet with a card to send back to activate my credit card. I haven't received a credit card.
