Midland Credit Trying to Collect on a Dead Judgment after 18 years ripoff

In 1989, Citibank won a judgment against me for a credit card debt I couldn't pay. The following year, I successfully fought several of their attempts to collect on the judgment, as my financial situation was dire.

Today, after almost 18 years of no action on this, I received a letter from Midland Credit Management, Inc. Stating that they have purchased my Citibank USA account and are offering me a "settlement opportunity". If I pay the entire balance in May they will accept $1295.11 in place of their "current balance" of $1439.01. The original judgment awarded Citibank in 1989 was actually for $1706.04.

Midland's letter does not document any evidence to prove this is a legitimate claim. When I researched judgments in 1989, I learned that the judgment could be collected on for 10 years, and possibly another 10 after that, by the recipient of the original judgment.

I have some questions and concerns. First, the judgment was issued in California, and I currently live in Arizona. Which state's laws apply? Which state's laws, if I have a choice, would be more beneficial to me?

Second, how do I know if this is a valid company, with a valid claim? Their balance information is inaccurate.

Third, how do I know whether the time period for collecting on this judgment has expired?

To date, I have not contacted MCM. I want to gather as much information proactively on my behalf as possible, before I do. Any advice or recommendations would be appreciated.
