Usacredit trying to get 149.00 from my savings account, but i have less then that in my account right now, so i am being charged a retuned check fee twice ripoff

Usacrdit is trying to get 149.00 from my savings account, but i have less then that at this time, so my bank is charging me 20.00 for returned check fees. How to i get them to stop?
