Ripoff dishonest fraudulent billing to an account not existing

Tried to charge me $687.70. They say horizon comm co. Was the original creditor. I have never had an account with horizon. Billing telephone number (ROR redacted phone numbe for security purposes) is actually a fax number for one louis s of whom i do not know and have never met.
