Ripoff threatened with law suit garnishment forced to sell home repossess vehicles

I too have an account with Citibank that was sent to UCB. I received my first message from Ms. Dor on December 19 and the only reason I called her back so quickly was because she said that she was calling from the "PRE LEGAL" department and that really had me concerned. She was trying her best to get me to pay the full balance and when I explained my situation to her she gave me two options, 1) 20% settlement $4888 in three payments or 2) 10% of balance $611 by the end of December and make monthly payments to the tune of approximately $350. She kept telling me that my file will only be in her office for a month and please take this matter seriously.

I called Ms. Dor back on Jan 3 to tell her that I have not been able to come up with the funds that she was reqeusting. Soon after she put "Mr. Dean" on the line and he basically told me that the offer to make monthly payments should have never been offered to me and that my two options were 1) 40% settlement $3667 to be paid by Jan 26th or 2) 30% settlement $4278 in three payments beginning Jan through March. He told me that if we could not resolve this matter very soon that he will have the file turned over to their legal department and a law suit will follow. He said that I would then be responsible for the total balance due along with Citibank's attorney's fees. He threatened me with repossession of our vehicles, garnishment, forced to sell our home, make a balance transfer (which that is not an option to me) will run a $1800 asset report and basically had me scared to death. I ended up accepting the 3 payment option and gave him my bank account that I don't keep money in just to get him off the phone until I can figure out how to come up with the money. I have not received the letter confirming the terms of repayment we agreed upon. I am going to send him a letter requesting the letter of agreement to terms before any payment is made. Does UCB actually buy our account from Citibank or are they just trying to collect for them?
