Debited fees to checking account without my knowing about it

I filed a complaint the New Jersy Dept. Of Banking after New Millennium Bank of New Brunswick debit my checking account for $159.00 without my knowledge.
I applied for the "credit card" on-line, but failed to see where my checking account was going to be debited.
My complaint was for deceptive business practices. A review of the web site has the notice of checking account to be debited in very small type at the end of the page.
After three months New Millennium refunded my $159.00, but said nothing about the NSF charges.
In a letter to the N.J. Dept. Of Banking, New Millennium (Denise Tirado) said that the bank will no longer market the Prime Mutual credit card.
