Cheated Ripoff

Capital Financial people contacted me and told me that u will be receiving a credit card. But when I received their letter I came to know that it is not a credit card and also that whenever I make a purchase I have to pay a 35% downpayment.By the time I came to know this it was too late cause they had already deducted $200 from my account. When I asked for my money back they r not responding properly. Plz help me cause I am a foreign student over here in UTA, Arlington, TX-76010
