Ripoff took 200.00 out of my checking account for a major credit card

I was ripped off 200.00 out of my checking account, they told me that I was going to get a major credit card with a 2,000 balance no annual fee 8.9% and now won't refund my money, this is a scam taking advantage of the lower class america.
