Ripoff Paid them 249.00 for a credit card and it was suppose to be here in 40 days and it never arrived

This company called me a bout a 0% annual fee credit card and 0% interest for 3 years as a promotion and all it would cost me is 249.00 for Insurance purposes. Paid it. They said my card would arrive in 40 days. And its been over 90 days. I would like my money back, now.
