Ripoff aliso viejo pre - approved gold card

Received pre-approved application for visa gold card 15,000.00 guaranteed credit line. Sent 43.00 check for rush processing. They cashed check but have not received the card as of today. Went on internet and found out this is a rip off. Would like money back if this is true.
