Minimum Payments Followed by $689 Finance Charge and $60 Monthly Charge

I don't believe this, after making continuous minimum payments into my account of just $70 to $3000 credit, I was shocked to death with $689 finance charge in Feb plus the regular monthly charge of $60 every month for one year.
