North Texas Toll Authority NTTA sends bills a year later that can't be researched

Even though NTTA charges my credit card every few days for my tolls, I began getting these bills.
These were not small bills. They were several hundred dollars. When I called and asked if these were for the same dates as the tolls I already paid for on my toll tag, they said you figure it out. You can go online I told them it was confusing to me and was having difficulty navigating their system and could a supervisor help me? I was hung up on. I called back, and that day spent over 2 hours on the phone. I was confused and asked that they do a complete audit of my account and the transactions and payments. They refused and said I could do it myself. (even though their online records did not go back as far as what they were now billing me for.) In desperation, I simply paid it. I thought I was done. A few months later I received another bill. They said these were for other charges once again, from before my car had a tolltag. I told them that was what they said last time. They said they couldnt really explain it, thats just the way the computer works and offered to take my payment. I reminded them on my previous 2 hour call they told me they did a complete search of all my cars and gave me the most current amount due while I was on the phone (according to their records not mine) and I paid it right then, with my credit card, over the phone. So now there are more? Again, this call was over an hour. I was hung up on again, transferred countless times, and in desperation I paid it again, just to make it go away. Only it didnt. Then it happened a third time and I dug in. Again these were very old charges. Almost a year old. I called them and told them I was absolutely not paying this again and someone somewhere had better help me. They became belligerent again and after almost an hour on this call I told them I simply could not make NTTA my lifelong passion by staying on the phone with them for hours out of my life and I had to get off the phone. I asked for a complete inventory of my whole account. They mailed me a packet of charges, but the records were again so old, they could not be compared to anything online which only goes back 90 days. I have since gotten a collection letter from an attorney, and now today - yes todayI have just received yet a brand new bill for tolls over one year ago. I called them today and was told these are from charges before you got the toll tag on Oct 24. I reminded him that when I purchased the toll tag they did a search of all outstanding tolls on that license plate and I paid that amount to start that car with a zero balance on the account. The exact same thing happened on another car on our account. When I added the car to the account over the phone, I paid all unpaid tolls as of that date per their records. Yet I received bills for 6,8, 10 months later saying they were all from charges before I had the tolltag. This is the story they repeatedly say, because there is no way to research it online. They did however offer for me to take off work without pay and come to their office to sit down with them and go over each charge one by one. Which I would estimate would easily take 6-8 hours, considering I have rarely been able to even get off the phone with them in less than 2 hours, and only then its when I am in tears of frustration and just pay it. I have since done some online searches and heard more and more people complain about NTTA unethical billing practices. 1) I do not think the charges are valid. I feel I have already paid for these probably 2 and 3 times over. 2) even if by some miracle, some of them were valid, it is ridiculous to bill someone a year later when nothing can be substantiated even on their own online billing system. I think if they cant figure out a bill in a year, they need to delete it and move on, and perhaps figure out a better way to transact business in the future.

(So today, on this newest issue, I have spent exactly 2 hrs and 45 minutes dealing with this.)
