Drawing Winner! Company never followed through and would not refund payment

I Basicaly had the same thing happen as everyone else so I'll make this short and to the point.

Basically I won a drawing for a free vacation and got a call from the company congratulating me and saying I needed to hold the win with a card #. They charged the car $449 and I still haven't' been able to get it back.
This company is very experienced in riping people off. They make sure they record every word you say and even though they have riped people off, it's legal because it was approved and they have it recorded.

Scams should not be legal even if they are approved by the victim.
