Fraudulent Practice

I searched on the Internet for a flight hotel car package deal on Expedia.com using their search engine for flight hotel car. The results showed a Marriott hotel I liked and a Delta flight I liked as well as the Hertz car rental emblem (I like Hertz) so I booked the selection and paid with my credit card. As the e-mail said nothing about where I would pick up the rental car, I sent Expedia an e-mail inquiring about it. I received this:

Dear Expedia Customer,
Thank you for contacting us about your car reservation inquiry.
We have thoroughly checked our records and determined that there is no car reservation with your vacation package reservation.
If this does not answer your question or solve your problem, please call us at 1-800-EXPEDIA (1-800-397-3342) and reference case ID: 48553667.
Thank you for choosing Expedia.

There was no notice saying "This reservation does not include the car rental you requested. I did call Expedia and was told that to cancel the reservation I would pay a penalty of $25 for the hotel and $150 for the flight.

I believe this is clearly a bait-and-switch fraudulent practice.
