I too am a victim of Harbor Resorts Management, formerly Star Vacation Club. I signed a contract with this company back in July and to this day have not been able to activate my membership. I now know that they have ripped-off many people. I would like to give all of you some VERY GOOD RESOURCES to help you to try and resolve this issue. I only hope that eventually this will be a class action lawsuit and that everyone will get their money back.
Highland Credit Corporation does the billing for Harbor and they know exactly what is going on and they continue to bill people. They also have a way of claiming that your payments are late and charge late fees and have the power to RUIN YOUR GOOD CREDIT. You will need to file complaints about them as well! This is a huge mess!!!

File a complaint with your local Better Business Bureau
File a complaint with the FTC (Federal trade commision) www.ftc. Gov
Dispute any bad marks on your credit reports if the billing company has reported:
Trans Union - 800-680-7289
Experian - 800-397-3674
Equifax - 800-525-6285
Call your local bar association if you are interested in any legal action
File a complaint with Nevada's Better Business Bureau - www.RenoBBB.org - Highland's Credit Corp. Also has a location at 790 Ida Ct.incline Village, Nevada 89451
