911 fees

CVS in Chambersburg and Waynesboro, Pennsylvania are getting a $1.00 911 fee to Prepaid Mobile Phones after which challenging the 911 charge. I've heard about a 911 charge added about the refill moments cards but never about the real mobile phone itself. What're they attempting to do!!!
