Doing credit checks not authorized

HSN is doing unauthorized credit checks, I ordedered an IPad on flex pay and they cancelled it without even requesting permission to do a credit check. They need to be reported to the BBB. I do not have any credit cards with them and they advertise all are eligible for flex pay, nowhere do they say anything about doing a credit check on an individual.
