I cant receive a refund do to the company's inconsistency and negligence

On Tuesday, February 28th I used Moneygram International Inc. To wire $67.20 to a company called Cashline Financial Services. When using there services Moneygram requires you to have a receive code for the company upon which you are sending the money to.in my case my receive code for Cashline Financial Services is 4422. Now on February 28 when i wired the money while speaking with the Customer Representative i assured him that it was my first time wiring money and that I was unfamiliar with the process. He was actually rude but he assured me the money would be sent to Cashline Financial Services receive code 4422. I was sending Cashline Financial Services the $67.20 so they could pay a total amount of $300.00 to my J.E. A account and my lights would not be disconnected. Three days later on the Friday March 2 my lights did in fact get disconnected and i called Cashline Financial Services to find out if they received the payment and they had not. So i called Moneygram and spoke with a Representative to find out why Cashline had not received the payment i then found out that they had sent the $67.20 to the wrong company they couldn't tell who they had sent it to due to privacy matters but they said they would rewire the money to the correct company Cashline receive code 4422 and it would take 1-3 business days before Cashline would receive the $67.20 so Monday, Tuesday, and Wednesday i called Cashline and they still had not receive the money. The same day i called Moneygram to find out why the company hadn't receive the money they then told me they were waiting on a response from the first company they sent the money to. So i waited on March 9 i called Cashline still no payment i called Moneygram back they said Cashline receive the money already so i called Cashline back they double checked there system no payment. I then called Moneygram back and told them i felt like my money was (floating around) and no one could locate it and i just wanted my money back because Cashline never received the payment and my lights were still disconnected for over a week now and i have two infants. The woman assured me i could have a refund but it would take 20 days for me to receive my money. I then asked to speak with a manager he apologized to told me to call Moneygram back the following week to find out if my money was ready for me to pick it up at C.V.S. Monday morning march 12 I called Moneygram back and they told me i was denied my refund because they sent they the $67.20 to J.E. A and they denied me refund because i owed them money on my J.E. A account. I asked to speak with a manager in terms of why i couldn't get my refund back when they sent it to the wrong company twice! I told him i don't feel like it's fair that me and my kids should have to sit in the dark and I'm not entitled to a refund i gave them the correct receive code and they wrongfully assured me twice that they sent the money to Cashline and that Cashline had received the payment and they didn't even send it to them instead they sent it to J.E.A. I asked the manager what does your company do when their at fault and i cant get my money back. He told me there isn't anything they could he could do and i couldn't get my money back the decision is final. I then asked him if i could speak with his boss he told me NO! He was authorized to handle this situation. I asked him why i cant get my back if they sent to the wrong placed he said because i owed J.E. A money they wont refund it back. I told him they messed up they weren't suppose to send it to J.E. A i cant pay J.E.A. $67.20 and get my lights back on that's why it was going to Cashline Financial Services i can pay them $67.20 and they could had my lights on. He said even though they messed up and there at fault there isn't any thing he could do and the decision is final and it wasn't gonna change. I asked him for his name he said his is Fabian and wouldn't give me a last name. I feel betrayed and disturbed and highly disrespected. As well that will be my very first and last time ever using Moneygram. The manager didn't care he was very rude very disrespectful over assertive and very in humane. I NEVER in my life felt so disrespected, and as a paying customer what gives Moneygram the right to charge me a fee for using their services while taking my money doing what ever they like with it and abusing every privilege to even call themselves a Business and worst of all telling me even though their at fault i cant be refunded back my money. I am in every way entitled to my money back. My children should Not have to suffer due to the inaccuracy, the deceit, the corrupt of this company, as well as the negligence shown here and not once but twice most of all these are grown adults. This should be an embarrassment to the company and they should be ashamed is this how they treat all of there customers?
