I filled out the SoCal FBN form and sent it back with $89 and the FBN was never renewed

I filled out the form and enclosed a check for $89 payable to SoCal FBN to renew my FBN statement. They never did it because I just received a card from the Registrar-Recorder/County clerk notifying me that my FBN is about to expire
