Terrible Communication

I've been trying to start assisted living in my home and called on them to get me referrals. Two ladies came out to see my place and were very enthusiastic but in almost two years I've yet to get a referral. I call and e-mail the office and no one will call me back, give me any advice or tell me why they aren't working for me. The corporate office doesn't take any responsibility for the franchises.
