Ahmid Alhazi approached me while I was hailing a taxi in the designated taxi line at Dulles Airport (IAD). He told me he had a taxi, so I followed him to the parking lot. It seemed sketchy, but I noticed his license plate said "For Hire, " so that alleviated some of my concern. During the drive to my apartment in Rockville, not only was he texting, talking on the phone (illegal in MD), and smoking in the car, but he drove into emergency barricades twice because he wasn't paying attention to the road. I also noticed that he did not have his certification displayed anywhere in the car, nor did he have a price meter.
When we got to my apartment (27mi), he charged me for a 30mi fare because he took a wrong turn. When the car finally stopped, he said the fee was $192 because of a bad weather double charge. I told him I've never heard of a double fare for bad weather, but even then, it's normally a $40 cab ride, so at most I should be paying him $80.
