He is a deadbeat who doesn't pay his bills.

He contracted intellectual property research (numerous patent searching projects) then failed to pay for the services provided.

For a number of month he requested another copy of the monthly statement and promised payment apparently stalling so that he could be provided with still more services before it would become evident that he wasn't going to pay.
