Recently Comcast Cable upgraded their service in Lake Wildwood, Penn Valley, Calif. They changed their facilities from coax to fiber and from rear lot serving arrangement to front lot serving arrangement. This would mean that to serve each individual residence they would have to bore or open cut paved streets and trench in private property to be able to place the new serving drop.instead they arbitrarily and unilaterally chose to use the property owner's telephone conduit, that went from the telephone pole to the telephone protector at each individual home! This saved Comcast, in my estimate, millions of dollars at the property owner's expense! And without the property owners permission! Comcast placed their serving drop in the property owner's telephone conduit. Besides it being allegedly illegal, this places the property owner at risk.in the event that the telephone drop goes bad, by CPUC Tariff it is the property owner's responsibility to provide a new conduit for the telephone company to place the new drop! The telephone company will not accept a conduit that has another facility in it! In essence, Comcast Cable could be passing their costs to the consumer without the consumers knowledge or concurrence! This is robbery! I was involved in the very same scenario and when I objected Comcast immediately rectified it. They pulled their drop out of my conduit and dug a trench for their facility! People did not know... So they took advantage!
