Bing Not honoring cashback even though the merchant paid out scam

I made a purchase on ebay.com using Microsoft Cashback. EBay paid out and awarded me the cashback, but Microsoft (Bing) has been denying me my money for over 2 months already. I have received confirmation from eBay that they have honored the CashBack, yet Microsoft is evading the situation and ignoring my emails. They have scammed me and eBay (since eBay obviously pays Microsoft (Bing) Cashback)
