Flanders And Sons Construction
Contracted to repair fire damage to my house has not completed work and will not return my calls

I contracted Flanders and sons to repair fire damage on my house. He has turned in reciepts to the bank and then returned the supplies for cash back.
The work is not completed it was scheduled to be completed 1 March.
He has spent the money in the bank account for supplies he returned and payroll. Now he will not return my calls, or the calls from my bank. The city inspector said the work that he did complete is not up to code and will have to be corrected. He has also destroyed the screened in porch and busted windows that did not need replacing.
