Product never shipped but charged, Ohio

I requested underwear out of this organization on 12/17. Our charge card was billed immediately. I never received the merchandise. The organization stated it'll appear soon. Then there is no reaction to my numerous emails and today can't contact by telephone. It's March, but still haven't acquired the merchandise.
