Charged $62.37 for PayPal Account I Never Opened

I have been contacted by I. C systems on numerous occasions, stating I owe $62.37 to PayPal. I receive this letter a few weeks ago. I wrote them stating not only are this charges false, but I never had an account with PayPal in the first place! I stated that PayPal took money out of my bank account without me knowing and unauthorize as well. I never answer the phone. I just hope that they will stop calling me or I will have to fight this no choice. Is their anything I can do?
