I.C. System, Inc. (the company writes it “IC System”) is a collection agency in St. Paul, Minnesota. Its website says it provides collection services “to original creditors only” and that it “is not a debt buyer,” and the company describes its calls and letters as concerning accounts that original creditors (for example a doctor, utility, phone company or other business) placed with it; these are the company's statements, not findings. - The CFPB says that when a debt collector first contacts you it must in general provide validation information (the creditor, the amount and how to dispute) in that communication or within five days, and that you have 30 days after receiving it to dispute all or part of the debt; once you dispute in writing, the collector cannot contact you to collect until it responds with verification.
- IC System's online dispute form (consumer.icsystem.com/Dispute) asks for the IC reference number or credit bureau account number, name, birth date, Social Security number, address and phone, and states “We are a debt collector attempting to collect a debt.” The CFPB advises: “Never give out or confirm personal or sensitive financial information … unless you know the company or person you are talking with is a real debt collector,” so check that a contact is genuine before sending a birth date or Social Security number. The company's consumer page says to send dispute information by mail to IC System Correspondence, P.O. Box 64319, St. Paul, MN 55164-0319; P.O. Box 64378 (St. Paul, MN 55164-0378) is its general correspondence and wrong-person address. Keep copies of what you send and note the date and time of calls.
If the calls are for someone else. The company has a Wrong Person Report form (consumer.icsystem.com/WrongPerson) and lists 1-800-279-9048 for that purpose. Its consumer FAQ says to “notify IC System in writing that you wish the calls to stop.” The CFPB says you can also notify a collector in writing to stop communicating with you and can ask it to call at a more convenient time or place, and that “Stopping communication with a debt collector doesn’t make the debt go away”; it notes the collector may still, for example, file a lawsuit or report to a credit reporting company. Language access services are available by calling IC System at 1-800-279-9420, according to its consumer page.
If I.C. System is on your credit report. The company's FAQ says it offers an optional credit reporting service to clients and reports to Experian, TransUnion and CBC Innovis. Its credit-report page says that if a tradeline is an error (identity theft or reported by mistake) you should use its Dispute an Account page, and it also suggests disputing with the credit bureaus. For medical accounts it lists 866-628-7811; for all other accounts 800-279-7244. To pay, the company's FAQ points to pay.icsystem.com, with the reference number from the letter.

Who I.C. System is and what the company says about itself
The company's about page says IC System “is a privately held accounts receivable management firm founded in 1938” and is in its “third generation of family ownership,” headquartered “outside of St. Paul, Minnesota.” BBB's profile lists the legal form as a corporation, with John A. Erickson Jr. as President/CEO, and its page data gives an incorporation date of October 15, 1941. These history statements are the company's and BBB's own.
Its FAQ describes its clients as healthcare, dental, small and medium business, communications, government, education, utilities and pest-control organizations, and says it is “licensed and/or bonded in all 50 states, as well as Guam and Puerto Rico.” The consumer help page lists license numbers “937158 (St. Paul, MN)” and “960279 (Onalaska, WI).” The same pages say calls are recorded and agents are evaluated on call quality.

Court cases: Reid TCPA class settlement and Hancock FDCPA case
Reid v. I.C. System Incorporated (D. Ariz., No. 2:12-cv-02661) was filed on December 14, 2012 as a Telephone Consumer Protection Act class action. On the docket, the court granted final approval and part of the fee request on July 26, 2018 (fees of $725,000 and costs of $23,627) and entered judgment dismissing the case with prejudice on August 28, 2018. I.C. System appealed the approval order; the Ninth Circuit affirmed on December 24, 2019 (No. 18-16618) after finding the district court properly held that the company had not shown 100 class members had opted out, which was its stated ground for terminating the settlement. The class was described in the claims notice as people called on a cell phone by IC System between December 14, 2008 and November 9, 2017 through an automatic dialer or prerecorded message whose number its records tagged as a wrong number, and a Top Class Actions summary of the notice reports a $3,350,000 fund and says IC System “continues to deny” the claims. Hancock v. I.C. System, Inc. (S.D.N.Y., No. 21-cv-7085) was filed on August 22, 2021 as a Fair Debt Collection Practices Act class action over a letter seeking $59.00 for unreturned Spectrum equipment. The plaintiff accepted an offer of judgment, and on March 18, 2022 a magistrate judge awarded $11,297 in fees and $495.76 in costs. The decision records that the plaintiff had documents showing she returned the equipment before the account was referred.
No consent order, civil penalty or attorney-general action naming I.C.
