Billed me for Electrical Usage from bogus electrical meter numbe

I have a house that has been unoccupied for ten plus years with the electricity turned off at the breaker box inside the house. I received two bills with made up meter readings. I went to check the meter and the wheel is not turning and the readings are all zero. I tried to call and get an explanation but all I got was the run around.
