Ripoff. Charged $80.00 to deliver item paid $169.95. Returned bike, delivery charge not refunded

I odered 2 bicycles for $169.95, paid by check. They sent bikes $80.00 due cod (almost half the price of the bikes). I called customer service, they said to refuse the bikes and my money would be refunded. They aggreed to refund money, minus the deilvery charge. So, I paid $80.. For something I never received. There guarantee of full refund was not honored, false advertising, and they kept money of mine for something I never received (mail fraud, theft, larceny???).
