Ripoff bad customer service

TARGET now has a new return policy were you can only return or exchange two items per year. They track it by your drivers license or state id card number. I was given three rugs as a gift from an out of state relative from TARGET. They did not include a gift receipt. The rugs were not the color I needed. I took them to TARGET to exchange them for a different color. Same brand, Which is a TARGET BRAND, and same style just a different color. The rugs still had the TARGET tags attached and in perfect condition. BEcause of the ne policy I could only exchange two of the three. I spoke to the store manager who agreed the the policy is wrong and apologized but because of the national system that track exchanges with your state id number there is no way he could even override it. There is no way at all to exchange the third rug. TARGET brand with the tags still on make no difference. Amazing!
