Ripoff, on phone bill internet

I have been charge for services not ordered. I have no idea who these people are or what the service is for. This is the secound month that it has been on my bill. You cannot get through to them on th phone at all. I am going to contact my consumer protection department in the state government to see if they can do something about this ripoff.
