Ripoff, took advantage of retired person on fixed income

I recieved this letter saying i was only one who has won $1,900, 000.00 dollars. So i sent the required fee to them for $19.99. To this date no reply, no phone numbers no street address, only a p.O. Box, i should have known better sounded to good to be true.
