Mci worldcom wireless keeps billing after phone not being activated

After I lost my phone in sept, I received a new phone and my
service was never turned on! I was still being charged for the monthly access service... After numorus of calls and holding on line forever my services was not turned on until 02/07 I am going to cancel my contract and filing a claim with the Attorney General office.
