Paid for custom knife, never delivered and no refund

This man asked for payment for a job and gave a delivery date, but never made the custom knife I paid for. After the date he asked for more time, and after many excuses he stopped answering emails, after months of delay.

Now he refuses all communication and does not want to refund the money.
