Will not present the goods I paid for Unsure

I rodered magazines over 3months ago, and still havent received them, or can I get them to answer me back! It said to wait 6-12 weeks, and its going on 14 weeks. Do not give them money... I went through Paypal, and they dont seem to be doing much either! Thank you
