Can't read PDF files - parcel delivery

I've sent a proof of payment for disbursement fees and VAT to UPS South Africa and got a response from a UPS-lady that she can't open a PDF-file. She either doesn't know PDF-files or UPS-computers in SA do not have Adobe Readers installed - which is unbelievable. I've been waiting for almost a week since the parcel from the USA has arrived in South Africa.
