Charging to much for light for kilowatts that havent been used

Excessive charge of light bill.in october 5 i was bill a bill of $374.75 and the bill said i had consume a high level of kilowatts that my meter hadn't even been to i don't how they got that reading when my meter was only reading 24981 on november the 1st and the bill i got was from the month 7/28/09 - 08/27/09 and the bill was already billing me for 25002. I first went to the office and ask why was it to much and they said that that had to do with the light that they were going to fix that but then i also received another bill of $98.88 but it wasn't like my regular bills it was a print out of the office saying i only had to pay that amount but still the meters were not con siding, so i called the apartments and told them that i waned the number for the light that they provide so that i can ask them why i was getting charge to much and they refused to give it so then i investigated that information with the neighbors and i call the houston planned energy sys. And they said that they only send the bills to the amount that the apartments say that we consume. Then i received a letter saying that i had 3 day to pay my light and if not they were going to send my order to vacate. So yesterday i went to the office (11/11/09) and told them that why i had gotten that letter and he was really rude and making fun of my saying that i couldn't do nothing about if so i told them that i wasn't paying that how was it that they were getting the amount of kilowatts i was using if they have never been to my house to check it. I told him that i waned him to call the light and me li sinning to what they said but he said that they were close and that he was going to contact them and let me know so i told him that when they got in touch with the light company to let me know to see what they were going to do. I am not the only one in this apartments that has the same complain every one does and as well they have the same issue they had never had their meter checked. Please if ya will help me and let me know what can i do or an advise. Thank you.
