Read the contract! If you agree to the terms, you also agree to the part where Waste / Advanced can rewrite the contract. They can essentially erase everything above your name, and write anything they want, and that's what you agreed to.
If you have a problem, simply refuse to pay, and tell them to pickup their bins or you will charge them $x rent per day.
Hold off payment for any service, and wait for a deal with a collection agency. Pay half price or less. Then get an honest garbage hauler.
