I filed my application at the Department of Motor Vehicle (DMV) on August 12, and I completed the behind-the-wheel test on June 22. But I never received my California Driver License; even after the temporary permit expired.

I then went to the DMV in Torrance, CA on Tuesday December 20. The department employee there said the DMV never mailed me my driver license in spite of the fact that I had completed my test almost two months before the application expired, and I was coerced to pay another $31 for a new application.

On top of that the department employee warned me that it was possible that I might not receive the drivers license before the new application expires, meaning I would have to pay the $31 again. I am utterly appalled by this unethical tactic the DMV is using to take my money. It is obviously a scam that would be a crime if it were not a State run department.

My intention was to purchase my own car once I got the drivers license, and the State of California would have benefited from the sales tax from my purchase which I estimate to be well over $800. However, I still cannot buy a car as of today because I do not have a drivers license. And I also do not know if I should plan for buying one at all because I was told by the DMV employee that I may never get my actual drivers license.
