Efused to issue refund for for not performed

I settled the organization $3200 for grant writing and help, they didn't execute responsibilities, on 5/17 I had been guaranteed a reimbursement for providers not made, mulitple telephone calls and emails. They prevent my calls and guarantee to call-back and evaluate my document, I've now been waiting since may 17 I've a contact in the VP. What else may I do to obtain my income. Verlinda Montoya
