Delay in issueing the passport

I've requested the passport within the month of September till time I've not obtained my passprt. I was requested to go to the passport office and fulfill passport oofficer, I've visited 2 times first within the month of april and second-time within the month of september. Till time the standing on the site is same. Ie 'observe undersigned at work on any morning'.
